Imani started her career at Citigroup as a generalist before concentrating on public-private partnerships and tax-exempt project finance at another leading firm. Her experience spans a range of municipal transactions across varying market conditions and structural complexities, providing deep insight into both market dynamics and investor feedback. Her informed perspective helps her guide clients through current market opportunities and longer-term strategic considerations in education finance. Imani is a graduate of Bates College and holds dual Bachelor of Arts degrees in Economics and Sociology.

As Director of GFOA’s Federal Liaison Center, Emily leads coalition and advocacy efforts of the Public Finance Network in Washington DC. Her advocacy includes anticipating and responding to federal legislative and regulatory activities that impact the finance functions of state and local governments and public sector entities including tax reform, municipal securities disclosure and public pension and benefit issues. Emily also serves as staff on GFOA’s Debt Committee, working with committee members to develop best practices that promote sound financial practices for local, state and provincial governments. Prior to joining GFOA, Emily was a commercial bank relationship manager at a large national bank, serving as the sole bank liaison for government and university clients.

Earlier in her career, she advised governments on infrastructure finance, structuring transactions and translating financial challenges into solutions.
Today she builds technology products, advises institutions and frontier companies on strategy and market engagement, and serves in board and advisory roles. She is a frequent speaker on the future of the municipal market and the role of technology in modernizing public finance.

Dave is the Director of the Office of Municipal Securities at the U.S. Securities and Exchange Commission. He has almost 30 years of experience in all aspects of the municipal finance market. In prior service at the SEC, he was a principal drafter of both the final Municipal Advisor rule and the 2012 Commission Report on the State of the Municipal Securities Market. Dave previously served as General Counsel to the investment bank De La Rosa & Co. Inc. and as a Deputy City Attorney for the City and County of San Francisco and for over 15 years as bond and disclosure counsel to governmental entities throughout the country.
Dave was also formerly Adjunct Professor at the Georgetown Law Center, where he taught “The Securities Law of Public Finance.” Dave earned his J.D. from Harvard Law School and a B.A. in Social Psychology from the University of New Mexico.

Maleia Torres is a seasoned treasury and finance leader with over 20 years of experience in public higher education and financial services. As Associate Vice Chancellor and Treasurer for the University of North Texas System, she oversees the System’s banking, cash and investment management, and long-term debt strategy, stewarding over $1 billion in financial assets across multiple campuses. Known for driving operational transformation, she leads initiatives in financial automation, policy modernization, and strategic capital planning.
Prior to joining UNT System in 2022, Maleia spent more than 14 years at Texas Tech University System, where she rose to Senior Director and Treasurer, managing a $1.7 billion investment pool and $900 million in outstanding bonds. She began her career in banking and accounting and holds a Bachelor of Arts in both Accounting and Finance from Walsh University. She has been a Certified Treasury Professional (CTP) since 2014.
