Justin Gagnon is a Managing Director at BLX and oversees our program administration services. This comprehensive package of specialized offerings was originally targeted to tobacco settlement asset-backed bonds. To meet the needs of the changing marketplace, Justin expanded the practice to include other bond structures requiring similarly nuanced administrative agent services.
With over 22 years of analytical expertise, Justin has a strong foundation and knowledge of federal tax law application in financial and programmatic modeling. His complex analytical work has included among other types, parity/pooled reserve allocations, yield period optimizations, arbitrage rebate projection models, and acquired purpose investment analyses. Drawing on his years of experience at BLX, Justin has represented some of the largest and most sophisticated issuers of tax-exempt bonds in negotiations with the IRS for the recovery of overpayments of prior arbitrage rebate payments.
